Billie Bowen died Feb. 12, 2017, at Colorow Care Center in Olathe. She was 86.
Billie Rhoads was born in Delta May 9, 1930, to William and Louise (Buzzard) Rhoads. She attended schools and graduated from Del Norte County High School in Crescent City, Calif., in 1948.
She was known for her helpful spirit and quick wit. She enjoyed spending time with her family, crossword puzzles, gardening, playing cards, games and dancing.
She is survived by her husband, Victor of Cedaredge; children, Charlann (Tommy) Morris of Huntsviille, Texas, Julee Kirkpatrick of Austin and Susan Upton of Black Forest; grandchildren, Joseph (Amanda) Morris, Emily (Billy) Griffin, Beau (Kelley) Norris, Angela Kirkpatrick, Summer (Captain Cody) McBroom, Luke (Amanda) Wempe, Amy Elizabeth and Daniel Mark; several great-grandchildren; and daughter-in-law, Bernice Upton.
She was preceded in death by her son, Mark Upton; and sister, Lorraine Crandall.

On Dec. 4 Delta County Commissioners Doug Atchley, Mark Roeber and Don Suppes denied the application of Paonia Holdings, LLC for a change of land use for the property at 41322 Highway 133, with an adjacent residence at 41402 Highway 133 and an ancillary property at 16180 Stevens Gulch Road.
The property is owned by Bowie Resources, LLC, and was formerly used as a coal load-out site.
