The school system and the board of education are established to deal with education, not with mental illness. There is a current case in Florence of a boy who claims to feel like a girl at times, and is being allowed by his school to use the girls' restrooms when the feeling strikes.
The girls do not appreciate this, and neither do their parents. The school told the girls they could use the teachers' restroom if available.
I suggest this shows some mental problems at the adult level, as well as the student level. The idea that restrooms are plumbing-specific does not need to be modified. People who are out of touch with the reality of their own plumbing need treatment, like others who are out of touch with reality. They do not need to be told that they are OK, and the rest of the world is not. The growing epidemic of drug use will further separate many from reality.
